Bill is a Managing Director with Protiviti in the Risk & Compliance Practice. He has experience in public accounting as an external auditor. His clients have included large bank holding companies, banking and other lending institutions, broker dealers, asset management firms, ratings agencies, and other financial services organizations. Bill’s responsibilities include managing all aspects of consulting and internal audit engagements focusing on strong risk management and internal control practices.
Bill previously led Protiviti's European Lender Due Diligence practice and has planned and lead the day-to-day activities of numerous due diligence engagements for trade receivable, auto loans, student loans, credit card securitization, and asset-based lending transactions in North America, Europe, and Asia. Experience includes reviews of new facilities and annual reviews of existing facilities, across various industries and facility sizes.
In his current role, Bill oversees all aspects of Protiviti’s US loan review practice. This includes performing outsourced and co-sourced credit review engagements for global, national and regional banks. Additionally, he has overseen the execution of numerous consulting assessments and internal audits of credit review functions. Assets reviewed include residential mortgages, home equity loans and lines, commercial real estate (incl. development loans), commercial and industrial loans, agriculture lending, equipment loans, small business lending, asset backed, cash flow based loans, and other consumer loans.
Bill's experience includes procedures related to the consumer and commercial business units of multiple regional and national banking organizations. Relevant experience includes assessing lending policies and procedures, reviewing loan portfolios, and evaluating loan and other receivable allowances both as an external auditor, internal auditor, and as a consultant.
Oversaw the execution of a comprehensive evaluation of a leading leveraged lender's underwriting, portfolio monitoring, and credit review functions, including the development of a roadmap for remediation by the client and training of management and credit resources across these functions.
Oversaw procedures performed in relation to multiple potential mergers and acquisitions of consumer and commercial loan portfolios, including due diligence and modeled loss scenarios for both troubled and performing institutions.
As a consultant, Bill has also evaluated and assisted with the design of ALLL processes, with considerations such as policies and procedures, accounting and regulatory guidance, methodology, organization structure, and reporting.
Performed model verification for structured finance transactions. Work entailed independently understanding structured finance transaction terms and deal structure based on the applicable governing transaction documents and replicating the structures to benchmark performance results against the client’s credit risk models.
Oversaw an engagement team charged with remediating data gaps for thousands of CRE and C&I loans for a top 10 US Bank, related to it’s CCAR process. Engagement entailed creating and utilizing tools to automate capture of data where possible, enhance reporting on production/open gaps, ensure consistency in the capture of data, and train resources with varying backgrounds and skill sets.
