The challenge

One of the largest counties in the United States faced a daunting ADA compliance challenge: a sprawling portfolio of over 100 websites serving millions of residents, burdened by a lack of understanding of the presence of potential accessibility issues and no unified view of remediation needs. With the DOJ’s April 2024 Title II rule mandating WCAG 2.1 Level AA compliance by April 2026 (recently extended to 2027), the county was under mounting pressure to act quickly and needed a unified plan to address issues. The county ultimately needed both a clear, enterprise-wide understanding of its compliance gaps and a scalable, sustainable path to remediation under a rapidly closing timeline.

The solution

Our assessment uncovered over a thousand potential accessibility issues across the county’s external facing websites, no unified visibility, and legacy platform impacts embedded in templates and modules. Many of the issues such as low contrast, missing alt text, and form labeling gaps were not isolated, but repeated across multiples of pages due to shared templates and platform presets. The process of identifying the underlying technical root cause consisted of combining enterprise scanning, browser-level testing, custom page analysis scripts and a color-contrast guidelines.

To provide compliance at scale, our enterprise plan prioritized high-impact fixes at the source template and module level to eliminate issues across entire site sections. Then, identifying standardized content patterns to address recurring errors across pages. AI-accelerated workflows further reduced effort by generating compliant alt text, flagging structural issues, and speeding documentation. Finally, we enabled long-term sustainability by equipping the county with tools, workflows, and guidance to continue remediation independently.

The result

We helped the county rapidly reduce its accessibility backlog by addressing hundreds of issues across dozens of external facing websites, while enabling the internal team to focus on and address the remaining issues independently. Instead of providing a one-time fix on sites in scope, we partnered with the county to identify lasting solutions through a refined system including enhanced authoring capabilities for accessibility updates, repeatable workflows, scanning tools, and testing capabilities. This allowed them to identify, remediate, and track accessibility improvements more effectively.

This approach demonstrates that enhancing Accessibility compliance at scale is achievable by taking a holistic approach to Accessibility Assessments and Remediation efforts, targeting systemic issues rather than isolated fixes. More importantly, it reframes accessibility from a deadline-driven compliance activity to an ongoing capability, to both reduce long-term risk and align with broader platform modernization efforts to maximize impact and future readiness.
