Sean is a Director in Protiviti’s Regulatory Risk Consulting practice where he serves as a subject matter expert on consumer compliance and BSA/AML laws and regulations. He has over 25 years of experience working with financial institutions as a consultant and an examiner.
Prior to joining Protiviti, Sean was the firm-wide practice leader for the regulatory compliance practice of a top ten U.S. accounting and advisory firm. During his 15-year tenure, he designed every aspect of the firm’s compliance testing methodology covering all consumer compliance laws and regulations, as well as BSA/AML and other regulatory requirements. Before entering the consulting field, Sean spent seven years as an examiner with the FDIC. After receiving his commission as a Safety and Soundness examiner, he was one of the earliest examiners to switch to the newly created compliance career path. While serving as a compliance examiner he participated in all aspects of the compliance examination process including extensive work with the Community Reinvestment Act and Fair Lending.
Serves as Protiviti’s firm-wide quality risk management lead for outsourced and co-sourced internal audit engagements that have regulatory compliance or BSA/AML components.
Served as the engagement manager leading a team of consultants in the development and execution of a first-line compliance testing program for the mortgage loan servicing and collections departments of a top-25 financial institution.
Serves as regulatory compliance subject matter expert for an on-going internal audit engagement for a client offering a variety of loan management, servicing and asset recovery services to clients in higher education, and federal, state, and local governments. Typical audit projects include coverage of laws and regulations such as the Servicemembers Civil Relief Act (SCRA), the Fair Debt Collection Practices Act (FDCPA), Telephone Consumer Protection Act (TCPA), and Unfair, Deceptive or Abusive Acts or Practices (UDAAP).
Managed a team of consultants engaged to conduct outsourced compliance testing covering all substantive regulatory requirements for a regional multi-bank holding company. Areas tested included new mortgage loan origination and servicing requirements established under the Truth in Lending (TILA) and Real Estate Settlement Procedures Act (RESPA) regulations. Identified substantive issues related to the treatment of loss mitigation applications, processes for terminating private mortgage insurance under the Homeowners Protection Act, and furnishing of information to credit reporting agencies.
Led firm-wide initiative established to create work programs and supporting tools for monitoring and testing compliance with the TILA and RESPA loan servicing provisions established pursuant to Title XIV of the Dodd Frank Act.
Led a team of consultants in assisting a large national bank in filing its HMDA LAR by conducting transaction-level accuracy and completeness testing for the mortgage line of business and reporting on errors observed in reporting methodology.
Designed the methodologies and led project teams to facilitate required regulatory corrective action measures including HMDA resubmissions, flood insurance remediation, Truth in Lending reimbursements, and spousal signature lookbacks.
