Professional Experience
Steven is a Managing Director with Protiviti’s Regulatory Risk Consulting practice. He has managed and participated on audits, reviews, systems enhancement and consumer remediation projects related to various consumer protection regulatory requirements, including consumer and mortgage lending and servicing, deposit operations, fair lending and privacy, for over ten years. He consults with the financial service companies in managing all types of regulatory risk. He has managed engagements that range from compliance program design and assessment to consumer remediation to detailed file reviews and compliance audits. His specialties include consumer protection and privacy regulatory requirements and compliance risk management.
Prior to joining Protiviti, he worked at a top-10 U.S. bank holding company where he was responsible for implementing systemic controls, policies and training related to high cost lending and FCRA compliance, as well as creating and maintaining a compliance risk assessment and managing various compliance reviews.
He has written extensively, and has been a frequent speaker, on regulatory issues.
Major Projects Include
  1. Assessed the maturity and effectiveness of the compliance management system of a large U.S. bank under a regulatory consent order, including an evaluation of the adequacy of compliance policies and strategies, resourcing, risk assessment, monitoring and testing and management reporting
  2. Evaluated the sufficiency of complex corrective action and consumer remediation project plans addressing marketing, fulfillment, servicing, collections and credit reporting related to credit card, deposit and consumer lending projects for a top-10 U.S. bank as well as a top-five credit card issuer
  3. Assisted a regional U.S. bank with providing retroactively consumer credit decision notifications required by ECOA and FCRA, including defining the scope of historical deficiencies, evaluating the integrity of available data, designing a data-driven “lookback” methodology criteria and providing quality control oversight of bank personnel executing the remediation procedures
  4. Performed co-sourced internal compliance audits of the lending and deposit operations for a large regional national bank and its affiliates. The audits included transaction testing and controls assessments related to consumer protection requirements, such as TILA, RESPA, FDCPA, ECOA, TISA, EFTA, GLBA and FCRA
  5. Assisted a large national bank in re-filing its HMDA LAR by documenting its lending and reporting processes and conducting transaction-level accuracy and completeness testing for multiple lines of business to ultimately identify critical control weaknesses and reporting gaps requiring remediation
